Guam Land Use Commission OKs rezoning of proposed hospital site

The Guam Land Use Commission has approved the rezoning of an agricultural property in Mangilao into public facility use, paving the way for the construction of utility infrastructure in the future site of Guam’s new medical campus.
The commission voted on Thursday in favor of Gov. Lou Leon Guerrero’s petition, seeking to facilitate the construction of a power substation, a water holding facility and new water wells on the proposed project site.
“We’re excited that the rezoning has been approved, and we look forward to finalizing this process so we can begin the important work ahead,” Leon Guerrero said.
“This medical campus is key to improving healthcare access and building long-term resilience for our people," she added.
The commission’s action, once finalized, will allow the Guam Waterworks Authority and the Guam Power Authority to initiate the development process for utility groundwork in preparation for the hospital construction.
“This decision gives us the ability to bring reliable water and power infrastructure to Mangilao finally—the last village to be fully restored following Typhoon Mawar,” said Lt. Gov. Josh Tenorio. “It’s not just about a hospital—it’s about giving our people the basic services they deserve and laying the foundation for future growth.”
The rezoning application covers an area marked “Lot 5280” on Route 15, which the Guam Housing and Urban Renewal Authority purchased for $3.5 million on behalf of the governor.
GHURA purchased the property from estate administrators Edward Camacho and Peter Manibusan through the broker firm Blue Water Realty. The Superior Court of Guam confirmed the sale on Sept. 25, 2024.
