Sen. Shawn Gumataotao has introduced a measure that would give the Hagåtña Mayor’s Office the authority to build and operate a football pitch adjacent to the Hagåtña Pool and the Rick Ninete Tennis Center.
If enacted, Bill 233 would authorize the mayor to plan and seek funding to support the expansion of the public use facility, which would be located across from the Hagåtña Mayor’s Office.
“The area offers an exponential benefit to sports and tourism when both need it most,” Gumataotao said. “This public space will have a positive impact on children and families in the surrounding areas, including GDOE, charter, and private schools and athletic organizations, which will have a chance to utilize the football pitch, playground, and walking paths envisioned by this measure.”
The bill would provide direct support from agencies, particularly the Guam Department of Land Management, to support the planning effort.
The policy proposal expands opportunities, through public support or private contribution, to connect the area to the Hagåtña Riverwalk Trail as described and developed pursuant to the Hagåtña Master Plan.
“The Hagåtña Master Plan is good for the municipality and the island,” Gumataotao said. “This policy takes the best of the area and converts it into a safe and conducive space for families from our central villages and other communities to engage in fun and healthy activities, while offering visitors opportunities to explore and enjoy additional areas within our historic Capital City.”
