Guam, Saipan firms get portions of NAVFAC's $990M contract for defense projects in Indo-Pacific

Guam’s Black Construction-Tutor Perini Joint Venture and Saipan’s Pacific Rim International were among the pool of selected contractors sharing a $990 million multiple-award construction contract issued today for infrastructure upgrades in the Asia-Pacific to boost the U.S. military's operational posture in the region.
Naval Facilities Engineering Systems Command Pacific awarded the Indo-Pacific multiple-award construction contract, or IMACC, to a dozen contractors today for projects supporting the Pacific Deterrence Initiative.

The contract involves projects to be executed in the Caroline Islands, the Northern Marianas, the Philippines, Northern Territory Australia, Papua New Guinea, Timor Leste, Singapore, Malaysia, Thailand, Indonesia, Vietnam, Nepal, Sri Lanka, Fiji, Maldives, and other areas under NAVFAC Pacific's jurisdiction.
Garrett Fong, director of the U.S. Indo-Pacific Joint Posture Management Office, said the “strategically important contract provides a rapidly deployable construction capability, enabling the swift delivery of resilient infrastructure projects across the Indo-Pacific region."
The multiple-award contract method allows NAVFAC to have a pool of pre-approved vendors.
"By accelerating modernization efforts and strengthening alliances, the IMACC is a key enabler of the PDI and a vital investment in regional security," Fong said.
Also receiving the contract along with the Guam and Saipan companies were CDM Constructors Inc. of Massachusetts, Conti Federal Services LLC of Florida, ECC Expeditionary Constructors LLC of California, Icon SI (AUST) Pty Ltd of Richmond of Australia, MVL USA Inc. of Michigan, Nan Inc. of Hawaii, Relyant Global LLC of Tennessee; RORE Inc. of California; Sea Pac Engineering Inc. of California, and SLSCO Ltd. of Texas.
Each of the 12 companies was guaranteed $10,000 worth of task orders.
Sea Pac Engineering Inc. received a separate $1.26 million task order for the construction of a command-and-control facility/interagency fusion center in the province of Isabela in the Philippines, which is expected to be completed in 2026.
All other projects under the 96-month IMACC are expected to be completed by April 2033, NAVFAC said.
Projects include construction of new facilities, repairs and renovations and upgrades to a variety of facility types such as buildings, warehouses, bridges, wharves/piers, dredging, airfield runways, fuel storage, roads, hangars and other base infrastructure facilities.
“This award represents a significant milestone and the culmination of NAVFAC Pacific’s innovation in working with industry partners to develop this tool for accelerated infrastructure delivery,” said Capt. Chris Coggins, NAVFAC Pacific deputy commander for operations.
