As we move further into 2026, artificial intelligence is no longer a future concept. It is already reshaping industries, healthcare, communications, economies and national security around the world. Modern life increasingly depends on semiconductors, the small but powerful chips that drive everything from advanced medical tools and data systems to transportation and defense technologies.
At the center of this global industry is Taiwan, a trusted and essential partner to the international community, including Guam and the United States.
Taiwan’s position as a global semiconductor leader is the result of decades of long-term investment, industrial planning, technical expertise and workforce development. Today, Taiwan produces more than 60 percent of the world’s semiconductor products, including many of the advanced microchips used in artificial intelligence and high-performance computing. As demand for artificial intelligence and high-performance computing continues to grow, Taiwan remains at the forefront of advanced semiconductor manufacturing and innovation.
Taiwan’s strength lies not only in its manufacturing capacity, but also in the efficiency of its technology ecosystem. Within a relatively concentrated geographic area, Taiwan has developed an integrated network of semiconductor companies, suppliers, research institutions, engineers, and advanced manufacturing facilities. This close coordination allows Taiwan to respond quickly to global demand and maintain high standards of quality and reliability.
The story of Taiwan’s semiconductor industry is also the story of the people who built it.
The documentary film "A Chip Odyssey" offers a closer look at this history and the people who shaped it. The film highlights the difficult decisions, long-term commitment and technical discipline required to transform Taiwan into a global technology leader despite limited natural resources and intense international competition.

More importantly, the story behind Taiwan’s semiconductor industry is also a story about resilience, education, innovation, and public-private cooperation. Taiwan’s experience demonstrates how strategic investment in technology and human talent can create lasting economic strength.

Investments such as the Taiwan Semiconductor Manufacturing Company’s facilities in Arizona reflect a shared commitment to strengthening supply chain resilience and expanding advanced manufacturing capacity.
For Guam, this partnership also carries strategic and economic importance. As a key U.S. presence in the Western Pacific, Guam plays an important role in regional security and connectivity. Reliable access to advanced semiconductor technology supports critical infrastructure, communications systems, healthcare technology, transportation, and defense readiness throughout the region.
Taiwan also sees opportunities to expand its cooperation with Guam in areas like digital infrastructure, clean energy systems, smart technology, healthcare innovation, workforce training, and educational exchange. These partnerships will help support long-term economic diversification and strengthen regional resilience across the Pacific.
