Hensel Phelps named Contractor of the Year

Core Tech wins top overall 2023 GCA Excellence in Construction Award


Hensel Phelps won the 2023 GCA Contractor of the Year award at the Guam Contractors Association’s annual Excellence in Construction Awards and Contractor of the Year event on Nov. 3, at the Dusit Thani Resort.

Hensel Phelps was named the 2023 GCA Contractor of the Year during the Guam Contractors Association's annual Excellence in Construction Awards event held Nov. 3 at the Dusit Thani Resort.

Core Tech International won the 2023 Excellence in Construction First Place Overall Project Award for the Summer Breeze I project.


Established in 1997, the annual award event is designed to promote quality construction and craftsmaship. In 2023, 23 categories were awarded to Guam construction companies.

Custom Mechanical Systems Corporation won Second Place Overall for its Renovate/Expand Hangar 6 Building 18100 project.

Core Tech International won Third Place Overall for its Renovate/Expand Hangar 6 Building 18100 (subcontractor No. 13365) project.

Core Tech International’s First Place Overall Project Award will be submitted to compete nationally at this year’s Associated Builders and Contractors Excellence in Construction Awards.

Hensel Phelps won the 2023 GCA Contractor of the Year award for the company's overall prominence in the construction industry on Guam, and its achievement in safety; health and wellness programs; environmental responsibility and sustainability; quality of work-life, including professional development of its workforce through training and promotion opportunities; and social responsibility and service to the community of Guam.

Black Construction Corp. won the top safety award, the “Samoan Joe Excellence in Construction Special Safety Award” for its Replace Andersen Housing Phase I,II,II project. Named in the memory of long-time safety professional Joseph Leasiolagi, this award is earned by the company with the highest score of all entries in the safety category.

This year 12 GCA members measured their safety processes and policies on 25 key components through a detailed questionnaire with the goal of implementing or enhancing safety programs that reduce job site incidents.

The Safety Training Evaluation Process is a national safety benchmarking and improvement tool. STEP has evolved into a world-class safety management system that dramatically improves safety performance among participants regardless of company size or type of work.

The STEP recipients are: Silver level: Core Tech International and Orion Construction. Gold level: Pacific Federal Management, Inc.; Platinum level: HDCC Guam, LLC; Diamond level STEP recipients are Agbayani Construction Co., Black Construction, CMS Corporation, Hawaiian Rock Products, Ian Construction Corp., Landscape Management Systems, Pacific RIM Constructors, and Vertx Guam.

Jay Forsyth was recognized as the 2023 GCA Champion.
