Guam in COR 4 at 10 am; all clear

 

Governor Lou Leon Guerrero and Capt. Hans Sholley, Chief of Staff, Joint Region Marianas, have placed Guam and the respective military bases in Condition of Readiness (COR) 4 as of 10 a.m. COR 4 means damaging winds are no longer expected for the Marianas.

 

The worst conditions from Super Typhoon Hagibis persisted from Monday around midnight, until early Tuesday morning, with damaging winds of 39 mph or more.

 

Emergency Shelters Closed

Three emergency shelters; Machananao Elementary School, B.P. Carbullido Elementary School and Inarajan Middle School, have closed upon the declaration of COR 4. A total of 140 residents utilized the emergency shelters throughout the duration of the storm and will return to their residences.

 

Government of Guam

All Government of Guam agencies will resume normal operations at 10 a.m. today. Guam Department of Education (GDOE) schools will remain closed. School Administrators and staff will begin conducting damage assessments. An announcement regarding the GDOE school schedule will be made later this afternoon.

 

The Guam Regional Medical City  will resume regular operations and visiting hours upon declaration of COR 4. . GRMC's Emergency Department remains open. Clinic appointments for 1pm onward will proceed as scheduled. Patients will be contacted for rescheduling of appointments canceled due to Super Typhoon Hagabis.

 

Chief Judge Frances Tydingco-Gatewood has ordered that the District Court of Guam be closed until  noon. Court employees are to report to work at noon unless ordered to do otherwise.  All hearings scheduled for Tuesday morning will be rescheduled.

The Administrator of the Courts has ordered the Guam Judicial Center and the Northern Court Satellite to re-open today for regular government business at 1 p.m. Court management and designated staff continue to conduct damage assessments to court facilities in Hagåtña and Dededo.

 

There was no reported damage to Judiciary facilities from the passage of Typhoon Hagibis through our area of the Mariana Islands. All Judiciary employees have been directed to report to work at 12:00pm. The process to reschedule all hearings, jury trials, and jury selection proceedings will be prioritized by the Superior Court of Guam Clerk of Court, in consultation with judicial officers. Jurors are advised to check the Judiciary of Guam's jury recording system after 5:00pm on Tuesday for their next jury instructions
 

 

Military Bases

  • Naval Base Guam:

    • Orote Commissary will be closed per normal business hours. NEX will open for normal operations.

    • All beaches are closed.

    • Other facilities are normal operating hours.

  • Andersen Air Force Base:

    • Commissary and BX (Exchange) are open normal hours today.

    • The base pool and golf course are closed. All other MWR are facilities are normal operating hours.

    • Tarague Beach is in Red Flag condition Sanders Slope is closed.

  • U.S. Naval Hospital Guam:

    • Normal operating hours.

  • AAFES Gas Express and Shoppette as well as the gates of the Guam National Guard Readiness Center in Barrigada will open to the public at 2 hours after COR4 is declared.

 

 

Power Update

The Guam Power Authority (GPA) worked throughout the storm and did not cease response operations unless it was unsafe. Line crews continue to work in the following areas:

  • Manenggon area of Yona

  • Okso Santa Cruz area of Chalan Pago

  • Inarajan/Malojloj

  • Rt. 17 on Borja Street

Multi-Agency Coordination

The Emergency Operations Center (EOC) was was able to provide multi-agency response and coordination between GovGuam, military, federal, private, and non-profit organizations before, during and after Hagibis’ passage. The EOC and the Joint Information Center work toward deactivation now that Guam is in COR 4.
