The Naval Facilities Engineering Command Pacific on Friday awarded a $178 million firm-fixed price contract to Black Construction Corp. for housing project at Andersen Air Force Base, bringing to more than $1 billion the total amount of contracts awarded for Guam projects this month.
According to NAVFAC Public Affairs Office, the Black Construction contract covers the replacement of Andersen Housing Phases I, II and III at Naval Support Activity Andersen. “The work to be performed includes the construction of duplex buildings of reinforced concrete and/or pre-cast reinforced concrete typhoon shelter/housing structures. The new duplex buildings replace an equivalent number of existing duplexes,” NAVFAC said.
The project is expected to be completed in June 2022.
“The new housing units are to be designed vent-less and using hot humid design principles that apply to the Guam environment,” NAVFAC said. “These housing unit structures are to be built with reinforced concrete foundations, concrete floors, concrete walls, and concrete sloped roofs designed to withstand Guam's frequent typhoons.” This was the latest in a series of contract awards for defense projects on Guam, indicating that the military buildup on island would continue to ramp up despite the Pentagon’s decision to divert $3.6 billion in military construction funds to fund the wall projects at the Mexican border.
Earlier this week, NAVFAC awarded Modern International Inc., a Guam company, a firm-fixed-price task order at $9.5 million under an indefinite-delivery/indefinite-quantity, multiple award design-build construction contract.
The job involves the repair of the aqueous film forming foam and sprinkler system at Building 2641, North Ramp, on Andersen Air Force Base.
The work to be performed provides for the replacement of the fire and foam pumps, pump controllers, risers, sprinkler piping, heads, fittings, foam holding tanks, trench drains and monitor nozzle system, hose reels, fire suppression, discharge containment system, fire alarms, heat and flame detectors, monitors, mass notification system, electrical wiring and conduits, fuel tanks and containment, fuel piping, lighting fixtures, ceiling tiles and abatement of hazardous materials.
Work is expected to be completed by October 2020. Fiscal 2019 operation and maintenance contract funds re obligated on this award and will not expire at the end of the current fiscal year.
Also earlier this week, Navfac awarded a $15 million firm-fixed price contract to Nan, Inc. of Honolulu, Hawaii for the construction of an ordnance operations facility at Andersen Air Force Base.
The work includes construction of a low-rise, one-story reinforced concrete ordnance operations building, which includes administrative spaces to support U.S. Marine Corps ordnance operations within the area compound. This project also constructs a low-rise, one-story reinforced concrete inert storehouse.
Work will be performed in Yigo, Guam and is expected to be completed by December 2021. The contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received.
On Sept. 13, NAVFAC awarded a $990 million design-build multiple award construction contract to five companies for projects primarily located in Guam and other areas within the NAVFAC area of responsibility.
The MACC was awarded to Black Construction-Tutor Perini JV, Core Tech-HDCC-Kajima LLC, (both are Guam-based), Caddell-Nan JV (Montgomery, Alabama); Gilbane SMCC ECC LLC (Concord, California) and Hensel Phelps Construction Co., (Hawaii)

Guam receives the lion’s share (80 percent) of the contract. The CNMI gets a 10-percent allocation; Hawaii, 5 percent; and other areas in the Pacific and Indian Oceans, 5 percent.
“Gilbane SMCC ECC LLC is being awarded the initial $23 million task order for the design and construction of a low rise combined dining and high-intensity tactical training facility for the aviation combat element at Andersen Air Force Base, Joint Region Marianas,” according to the Department of Defense’s Sept. 12 announcement.
This project is covered by the fiscal 2015 and 2019 military construction contract funds for $23 million, of which $13.6 million will expire at the end of the current fiscal year, DOD said.

The work to be performed provides new construction, renovation and minor construction, and may include but is not limited to: barracks/dormitories; administrative facilities; communication facilities; educational facilities; medical/dental/hospital facilities; dining facilities; industrial facilities; warehouse facilities; ranges; operational/training facilities; roads, streets and bridges; site utilities/infrastructure; dredging, and aviation facilities (including hangars and aprons), and other base development facilities.
The projects are expected to be completed by April 2022.
